The Challenge

The Challenge A mid-sized financial services firm sought to audit and modernize its procurement operations to drive greater enterprise value and achieve optimized business outcomes. The organization faced operational friction, unclear division of responsibilities, and resource constraints that made it difficult for procurement to effectively support core business units. 

Our Approach

To build a clear, data-backed operational roadmap, we executed a three-phase diagnostic:

  • Comprehensive Process Mapping: Conducted in-depth stakeholder interviews across the internal procurement group and cross-functional business units. We evaluated workflow efficiency, gathered qualitative feedback on team support, and documented current-state operational maps. 

  • Capacity & Volume Benchmarking: Evaluated staffing levels alongside transaction and contract volumes to ensure the target operating model could sustainably absorb day-to-day demand. 

  • Technology Review: Assessed existing procurement tools to identify untapped functionality and workflow bottlenecks. 

Key Findings

  • Role Blurring & Commercial Risk: Sourcing decisions and commercial negotiations were largely handled directly by business stakeholders rather than a dedicated sourcing unit, introducing potential conflicts of interest and compromising supplier leverage. 

  • Severe Legal Bottlenecks: The legal team supporting procurement was handling three to four times standard contract volumes, creating operational drag and risk exposure. 

  • Underutilized Technology: Opportunities existed to optimize the organization's existing software stack without investing in costly new software platforms. 

Strategic Recommendations

  • Establish a Dedicated Sourcing Function: Recommended establishing dedicated sourcing capacity—via direct hires or outsourced staffing support —to decouple operational due diligence and commercial negotiation from business decision-making. 

  • Augment Legal Support: Recommended adding one to two specialized commercial attorneys to appropriately match contract workload and reduce approval cycle times. 

  • Redesign Governance & Workflows: Clear separation of responsibilities between business requirements and independent commercial negotiation. 

  • Maximize Existing Systems: Configured and maximized the value of current tools to support robust, scalable operations without added software licensing expenses. 

Results & Impact

The client fully adopted the recommended target operating model. Six months post-implementation, the organization achieved a measurable transformation: 

  • Marked increase in internal stakeholder satisfaction and confidence in procurement support. 

  • Strengthened commercial terms and balanced supplier relationships through objective negotiation processes. 

  • Optimized existing technology investments while building a sustainable, scalable operational foundation.
